The Spokesperson for the President of Ghana, Mahama Ayariga has rubbished media reports that the government is in the process of ordering 4 new jets at the cost of $680m from the United States. He has also questioned the authenticity of the US based website, www.defenseindustrydaily.com, which broke the news of the intended deal.

The website which quoted the US Defense Security Cooperation Agency (DSCA) as announcing Ghana’s official request on Tuesday, however, indicated that a DSCA request is not a contract.

According to the US website that focuses on military purchasing news for defense procurement managers and contractors, www.defenseindustrydaily.com, if the US Congress does not block the sale within 30 days, negotiations may begin.

The estimated cost of the four C-27J light tactical transports and other navigation communication gadgets is believed to be $680 million.

But in a heated argument this morning with Kwami Sefa Kayi, on Peacefm’s “KOKROKOO”, who was categorical in his denial that, “the President has not ordered any jet fighters or planes from the US,” however, added that “I’m unaware of us as a country ordering planes.”

“You’re speaking to the Spokesperson of the President, you’re in the Republic of Ghana,... you go and then pick up information from a website. For God’s sake, everybody can construct a website within a matter of minutes. If I have $1000, I can contract somebody to set up a website for me… so if you see anything on a website, I mean first of all, you’ve to question the credibility of the website,” he charged.

The verbal tirade against the media in general, and journalists in particular, by the usually soft-spoken former legislator, continued abated when he hit hard at them for not conducting proper checks before making the information public.

“The procedure is so basic that I thought whichever journalist put it out there should have known or should have done a little more background checks before putting out this information,” he exploded.

Both sides are correct. DID reported that an official request had been filed and announced by an arm of the US State Department (DSCA), and added that this is not a contract. That's also true, as DID noted in its report. Indeed, Ghana's government cannot place an order for C-27Js until its DSCA request clears the 30-day notification limit. The request will have no opposition in Congress, so once that 30-day period is over, negotiations can begin if the government wishes. So can other negotiations and legal red tape with American government agencies, who may have to issue legal clearances for certain types of equipment. The C-27J aircraft would have military uses if Ghana buys them, but as Ghanaians know, and DID pointed out in our report, the Air Force also uses its transports for development, civilian uses, and emergency evacuations. With respect to price, it's worth reminding observers in Ghana that the price to buy a plane off the production line is one thing. The price to induct a new plane type, stockpile the spares needed to keep the fleet running smoothly, train military personnel to fly and maintain the aircraft, and purchase future support from a contractor... that is often a much higher number when all is said and done. But countries or airlines that focus on the buy and skimp on the rest often end up with shiny new planes that aren't ready to fly very often - if they're lucky. If they're not so lucky, mechanical problems may end up causing accidents. Ghana's progress to date leads one to hope and expect that it will not have those problems. If, indeed, it ever buys the planes.

The DSCA website is actually a highly reliable US government source. The fact that it reported that a request was made really means that someone has made a request. The question is who made the request. The government? The Air Force? And who would ever pay USD680 m for 4 medium sized transport aircraft which normally would go for something like USD30 m a piece? Probably no-one, it is more likely that that figure is an error or bureaucratic standard procedure statement. In any case, the minister is right, more background research should be done to find out what this all about. And he is wrong, the source is reliable and someone in Ghana should know more otherwise the notification would not have been published by the DSCA...

Ayariga have you heard of the Minister of Defence's statement and Zita's. What is your worth now as a Presidential spokesperson? Read on Ayariga: Note:- Ghana has put in an official request and this official request before cabinet know's according to Zita .We have definitely messed our votes. Kindly note 'Ghana's official request'. Now Ayariga denies total proposal, calling website fake, Minister of defence denies on first interview at Hot FM only to admit in Radio Focus that 2 not 4 purchases are considered, then now Zita confirms 4 but says it has not come before cabinet. As a cabinet minister since when did she get this information. What a disgraceful government! A gov't that dwell on lies to do anything. If Ghana is ruled by liars then where is Ghana heading towards if not destruction? Are oficial requests placed before cabinet knows?
